The regulation is not only important in the light of animals welfare. The very success of the evacuation may depend on it. As has become clear recently in New Orleans, many pet owners do not want to leave the city because they would be forced to leave their pet untended. Also in many cases, the pets were not welcome in relief centres.
After the hurricane Katrina, thousands of pets are saved, especially in Louisiana and Mississippi. In New Orleans, however, ten thousand of pets are wandering around. Theyre afraid that a part of them has already died.

In America, members of parliament proposed a draft law that must help protect pets during large-scale evacuations. Cause was especially the experiences in Louisiana and Texas. The members of parliament want the emergency plans to show how pets will be taken care of when their owners are obliged to evacuate.
